Cross-border Risk management of hazardous material transportation - CRISIS

The allocated budget for the project is: € 1,075,130.00, of which the European Union finances 85%. Total budget for the Municipality Ulcinj is 244 025.00 €, of which European Union finances 207 421.25€, and the Municipality of Ulcinj : 36 603.75 €. The main objective of this project is to improve the transportation activities in the programme area, with an emphasis on the transportation of hazardous materials. In particular, this project will contribute to specific objective of the Programme “4.1 Transport”, by studying the peculiar risks in the programme area, and developing novel decision support modules aiming to assist cross-border management of hazardous materials. The project will also cover some of the missing topics that have been identified for this specific objective. More precisely, the missing topics that will be considered are “multimodal connections”, and “improvement of maritime connections”. Regarding the former topic, the contribution will include the routing of shipments carrying hazardous materials as well as the transfer to management facilities (by road or rail) in such a way that not only travel cost is reduced, but also transportation risk is minimized. On the other hand, as far as the latter topic is concerned, the contribution of this project will be the allocation of ships carrying hazardous materials to berths on the basis of real-time numerical simulations of weather (wave and wind) conditions. The main outputs of the project will be:

 

- Identification of specific risk measures capturing the main aspects of hazardous material transportation in the programme area;

- Design and development of a multimodal safest routing algorithm for hazardous material transportation in the programme area;

- Design and development of a berth allocation algorithm for hazardous material transportation in the programme area
